BACKGROUND
 

 Initiated in 2010 as part of the Cancun Adaptation Framework, the NAP process aims to support developing countries, and especially the least-developed countries (LDCs), in efforts to integrate their medium- and long-term adaptation needs into existing planning processes. The integration process is cross-sectoral and takes place at all levels of political decision-making since adaptation is a cross-cutting issue that affects a broad spectrum of sectors.

With the signing of the Paris Agreement, all Parties are now required to engage with the necessary processes for planning adaptation and carrying out adaptation measures. At the same time, the NAP process is also becoming increasingly important for the implementation and verification of the nationally determined contributions (NDCs) enshrined in the Paris Agreement, most of which include adaptation targets. 

 

The NAP process defines a comprehensive and integrated national process that establishes institutions that are intended to help all sectors and regions work together to identify current and future risks and to set priorities for programmes and policies in such a way that resilience is increased and losses are avoided.

In many countries, and specifically in the Least developed countries (LDCs) of the Asia and Pacific region in particular (ex. Afghanistan, Bangladesh, Bhutan, Cambodia, Lao People’s Democratic Republic, Myanmar, Nepal, Timor-Leste and Yemen), capacities are still lacking for developing a complex and comprehensive adaptation planning process, and concretising this process in the form of institutions and an actual NAP document.

This training workshop’s content materials and tools were specifically designed to align with the UNFCCC (2012) Technical Guidelines for the NAP Process . The UNFCCC Technical Guidelines, and its supplementary guidance documents. The workshop also provides useful information to participants on different aspects of the NAP process.

OBJECTIVES
 

This regional capacity-building workshop aims to support governments of Asia and Pacific region countries with the national adaptation planning process, via strengthening their capacities and providing practical and internationally tested models, methodology, and tools for: 

 

• Improve understanding and raise awareness for the NAP process;

• Strengthen the capacities of country teams to realize key NAP tasks;

• Familiarize with key NAP elements, support channels and links to other national processes. 

• Providing practical guidelines on how to

  1. Establish institutional arrangements for NAP formulation and implementation;

  2. Develop a gender-sensitive and inclusive NAP; and

  3. Integrate climate change adaptation into national development planning processes; and 

  4. Develop the M&E frameworks for adaptation planning 

  5. Access climate finance for adaptation planning and implementation (with a focus on GCF Readiness Grants proposal preparation).
